ONCR Refresh Restore

The main job of the Mayor's Office of Neighborhood Commercial Revitalization is to work with local businesses and residents to improve neighborhood commercial districts. Initially, five districts were chosen, based on proposals from the community.

Designated districts will receive grants and technical assistance. The grant money will be used by the local non-profit to hire two full-time commercial revitalization professionals. Working with local merchants and residents, these professionals will:

  • Assist the community in developing a common vision and strategy;
  • Help to make the commercial district clean and safe;
  • Promote the district and its businesses among potential customers with festival,          retail events and marketing;
  • Improve the appearance of the district's buildings, businesses and signs using the facade grant program and design standards;
  • Assist the businesses by providing information on the capital assistance program
  • Work to create and execute redevelopment opportunities.

ReFresh Detroit!
This program is aimed at revitalizing neighborhood commercial districts in the City of Detroit. One of its most notable successes lies in reimbursing business owners in the ONCR districts for facade improvements to their commercial storefronts. The ONCR has completed 230 facade renovation projects to date and is directly responsible for improving the "look" of the commercial districts which complements the growing residential development.

ONCR will allocate a maximum of $45,000 for matching grants to each ReFresh Detroit! District. The funds will be allocated with a maximum of $10,000 for related administrative costs, a maximum of $15,000 for architectural assistance to the businesses, and a maximum of $20,000 for the construction of the facade improvement.   The final amount allocated is dependent on the number of projects completed in each district.
