Southwest Detroit among first to bring BIDs to Detroit A growing number of Southwest Detroit property and business owners support the creation of a Formalized Business Improvement District (BID) along West Vernor Highway and Springwells Avenue. A BID allows property owners to vote on an assessment to support improvements and enhanced services in our commercial district. BID services can include increased clean services to improve appearance, marketing and advertising, increased safety services, promotional events, and streetscape improvements to beautify the business district. BID services enhance, not replace, city services. Property and business owners will govern BID funds to ensure accountability and delivery of services to those who are in the BID zone. This economic development and management tool has been used successfully in more than 1,000 North American cities resulting in higher sales, occupancy and property values.
